וַיֹּ֨אמֶר לִֽיהוּדָ֜ה נִבְנֶ֣ה ׀ אֶת־הֶעָרִ֣ים הָאֵ֗לֶּה וְנָסֵ֨ב חוֹמָ֣ה וּמִגְדָּלִים֮ דְּלָתַ֣יִם וּבְרִיחִים֒ עוֹדֶ֨נּוּ הָאָ֜רֶץ לְפָנֵ֗ינוּ כִּ֤י דָרַ֙שְׁנוּ֙ אֶת־יְהוָ֣ה אֱלֹהֵ֔ינוּ דָּרַ֕שְׁנוּ וַיָּ֥נַֽח לָ֖נוּ מִסָּבִ֑יב וַיִּבְנ֖וּ וַיַּצְלִֽיחוּ׃ (פ)
Poiché disse a Giuda: 'Costruiamo queste città e costruiamo su di esse mura e torri, porte e bar; la terra è ancora davanti a noi, perché abbiamo cercato il Signore nostro Dio; lo abbiamo cercato e ci ha dato riposo da ogni parte.' Così hanno costruito e prosperato.

There is an indication of this in a precise reading of the text, as it is written, “For he said unto Judah, Let us build these cities” (II Chronicles 14:6). From this we can infer that they had already been towns beforehand; learn from this.
